SUBJECT: Ordinance Adopting and Incorporating the 2003 Kenai Peninsula Borough Transportation Plan as an Element of the Kenai Peninsula Borough Comprehensive Plan

In September 2002 the Kenai Peninsula Borough received a grant from the Alaska Department of Transportation to provide an intermodal transportation plan for the Kenai Peninsula Borough for use in comprehensive planning. HDR Alaska was awarded the contract for the project and has worked for the last five months to complete the plan. The project included a public participation process that consisted of two rounds of community meetings in ten locations within the borough, two stakeholder meetings, an interactive Web, site and appearances on local radio talk shows.

The public, the stakeholders, three advisory planning commissions, and the Kenai Peninsula Borough Planning Commission have reviewed the draft plan. KPB Ordinance 92-10, which says that the Comprehensive Plan shall be reviewed periodically and updated as socio-economic conditions of the borough change, also provides that as additional elements are developed, reviewed, and approved by the Assembly they shall be incorporated into the Comprehensive Plan. The Planning Commission will hold a public hearing and review of the final draft plan on November 10, 2003, and will make a recommendation to the Assembly regarding the plan's adoption and incorporation into the 1992 KPB Comprehensive Plan.
