MEMORANDUM

TO: Pete Sprague, Assembly President

Kenai Peninsula Borough Assembly Members

THRU: Dale L. Bagley, Mayor

THRU: Max Best, Planning Director

Paul Ostrander, Land Management Officer

FROM: Roy E. Dudley, Land Management Agent

DATE: October 2, 2003

SUBJECT: Ordinance 2003-37 An Ordinance Authorizing the Negotiated Sale at Fair Market Value of Government Lot 6, Section 25, T3S, R15W, S.M., Alaska to Richard and Victorine Willard

Richard and Victorine Willard are the only feasible buyers of subject Government Lot 6 due to deep ravines that restrict use and access. The Willards have agreed to pay the fair market value for Government Lot 6. The sale of Government Lot 6 will not negatively impact other adjacent borough land. Government Lot 6 is surplus to borough needs. The Anchor Point Advisory Planning Commission at its regularly scheduled meeting of October 15, 2002 supported this negotiated sale. The KPB Planning Commission will consider this ordinance at its regularly scheduled meeting of October 27, 2003, and the action taken will be reported to the assembly.
