SUBJECT: Ordinance No. 2003-19-14: Accepting and appropriating two grants from the Alaska Department of Community and Economic Development for the Borough Coastal Management Program

The Department of Community and Economic Development (DCED) has awarded two supplemental grants to the borough to help meet Coastal Management Program needs. One grant, in the amount of $32,857, is for staffing assistance and the other grant, in the amount of $3,214, is to initiate an update to the Coastal Zone Management Plan. These are in addition to the grant of $39,020 awarded by the DCED to the borough and addressed in a separate ordinance.

Staffing Grant ($32,857). This grant has been awarded in order to assist the borough in meeting the high volume of project reviews. The borough has met this demand with personnel funding. This grant will allow the borough to fund the administrative clerk position 3/4-time through FY04. This grant requires at least a 40% borough match, or $13,143. The matching funds are included in the approved FY2004 budget; however, the grant funds need to be appropriated by the assembly.

Plan Review Grant ($3,214). This grant will be applied toward scoping Borough policy needs for the upcoming required changes to the enforceable policies of its Coastal Management Plan. The scoping project will be the first step in the update of the Coastal Zone Management Plan. This grant also requires a 40% local match, or $1,286, which are also included in the approved FY2004 budget.

For your information, in FY03 the Kenai Peninsula Borough received approximately $74,000 for required tasks and special funding. That the Kenai Peninsula Borough continues to receive significant funding support for its coastal program is significant in a time of shrinking funding opportunity.

The attached ordinance accepts and appropriates FY04 supplemental year-end grant funding from the State and authorizes the mayor to sign the grant agreements to effectuate the ordinance.
