SUBJECT: Ordinances 2003-19-12 and 2003-19-13: Authorizing the receipt of two Volunteer Fire Assistance grants from the Alaska Department Of Natural Resources and appropriating $4,446 to the Kachemak Emergency Service Area and $5,000 to Bear Creek Fire Service Area

Two Borough service areas, Kachemak Emergency Service Area ("KES") and Bear Creek Fire Service Area (BCFSA"), submitted an application for a grant under the 2003 Volunteer Fire Assistance ("VFA") grant program. The Alaska Department of Natural Resources, Division of Forestry, administers these federal funds provided under Public Law 95-313. The Borough was recently notified by DNR that grants have been awarded to both service areas. KES will receive a grant for $4,446 and BCFSA will receive a $5,000 grant.

The grant program requires matching funds on a one-to-one basis. Expenditures made by the service areas during the 2003 calendar year are eligible to meet the match requirement. Both KES and BCFSA will meet this matching requirement through expenditures already made or through expenditures to be made prior to December 31, 2003. Grant funds may be used for equipment purchases or training.

A public hearing date of September 16th has been requested. Both service area boards are scheduled to meet prior to the requested public hearing date. Acceptance of the grant and approval of the expenditure of both the grant and matching funds will be on their meeting agendas. The results of the board meeting action will be provided to the Assembly on or before September 16th.
