SUBJECT: Ordinance No. 2003-19-07: Accepting and appropriating $100,000 from the Boys and Girls Club for a community education center in Seldovia

Facilities are currently inadequate to meet the needs for providing youth activities in Seldovia. Initial funding has been obtained to construct a new facility adjacent to the Susan B. English School. Those funding sources include:

Community Development Block Grant $200,000

Rasmuson Foundation $100,000

CIRI $100,000

Mr. and Mrs. Keith Swayne $ 20,000

Seldovia Village Tribe $ 10,000

The $430,000 was accepted and appropriated through enactment of KPB Ordinance 2002-19-22.

A request for proposals to construct the facility was recently published. The results of the bid opening indicate that additional funding in the amount of $100,000 is required in order to complete a 2,400 square foot structure. (See attached Project Budget prepared July 17, 2003, based on the lowest qualified bid.) The Boys and Girls Club will be providing the additional funds needed. (See attached letter from the Boys and Girls Club dated July 23, 2003.) These funds must be appropriated prior to awarding the contract. The attached ordinance, if enacted, appropriates the funds to the project, allowing the project to go forward.

Two of the funding sources, the CDBG and Rasmuson Foundation, have a completion deadline of December 31, 2003. The original construction timeline was ambitious; with the time needed to appropriate the additional funds, the project will be put back two weeks. Therefore, a shortened hearing date of August 19, 2003 has been requested.
