SUBJECT: Ordinance 2002-19-38, REDIRECTING $1,487,299 OF PREVIOUSLY APPROPRIATED BOND PROCEEDS FROM THE 2000 GENERAL OBLIGATION SCHOOL BONDS AND APPROPRIATING $403,175 OF INTEREST INCOME TO FUND SCHOOL CAPITAL IMPROVEMENT PROJECTS

The attached ordinance appropriates $1,487,299 in previously appropriated but unexpended bond proceeds, along with $403,175 in accumulated interest income, to the specific projects listed below. These projects are to be reviewed and authorized on April 7, 2003, by the school board. Subject to assembly passage of Resolution 2003-34, the Alaska Department of Education and Early Development is expected to simultaneously review applications requesting State approval of the additional school capital improvement projects. In addition to assembly approval, approval by the school board and Department of Education and Early Development are required as a condition of ordinance enactment.

The attached Ordinance requests assembly appropriation of a total of $1,890,474 for the following school capital improvement projects:

Soldotna Middle School Classroom Renovations $1,205,474. This project is to design and construct modifications to create four classroom spaces within the existing building. This level of construction requires that the building include an installed sprinkler system. Schematic design is complete to date.

Nanwalek Roof/Drainage Improvements $350,000. Replacement of the existing roof as well as installation of a formal drainage system along the back wall would be constructed.

Skyview High School Water Tankage $65,000. With the intent to comply with the requirements of ADEC on a deficient capacity of potable water to this school, additional tankage is proposed to be installed with this project. Design of the system has been completed.

Ninilchik Pool Repairs $150,000. This pool has suffered a main pool drain leak as well as needing a formal gutter-type, surface skimming system to comply with the Uniform Swimming Pool Code.

Sears Elem. Fire Alarm Sys. $120,000. This project is to have a building-wide fire alarm system installed. Design documents are now available for bidding. This is the fourth and final school requiring upgrade to comply with the latest NFPA requirements according to the City of Kenai's Deputy Fire Marshall.

The assembly is asked to consider the attached ordinance on a shortened basis in order to help facilitate completion of the projects during the 2003 construction season. If the ordinance is approved by the assembly, work on these five projects will start immediately upon receipt of project approval by the State of Alaska Department of Education and Early Development.
