SUBJECT: Ordinance No. 2002-19-37: Accepting and appropriating $27,937.00 from the Alaska Division of Homeland Security for updating the Borough's Disaster Emergency Operations Plan

The Alaska Department of Military and Veterans Affairs, Division of Homeland Security (ADHS), has federal funds available for All Hazards Emergency Operations Planning. The Borough's Office of Emergency Management (OEM) applied for, and received, funding under this program for federal fiscal year 2002. Funds may be used for developing or updating local emergency response plans for operations. Specifically, ADHS is expecting an updated disaster emergency operations plan from the Borough by December 1, 2003. The plan must be reviewed and approved by the State Emergency Response Commission prior to submitting to ADHS. (See attached letter from Wayne Rush, Acting Director of ADHS, dated March 3, 2003.)

The Borough's Disaster Emergency Operations Plan was last updated in October 1997. The Plan should be updated to provide the most accurate and complete information and procedures available in responding to local emergency disasters. An up-to-date disaster operations plan will provide operating procedures that include use of current technology that can assist in a timely, safe, and efficient response to disasters.

Through enactment of Borough Resolution 2003-006, funding was provided to OEM to draft a Local Hazard Mitigation Plan. OEM will develop the mitigation plan and the operations plan simultaneously.
