SUBJECT: Ordinance 2002-19-31, An Ordinance Appropriating Borough Funds In The Amount Of $140,000 For Replacement Of The Passenger Elevator At The Borough Administration Building

The attached ordinance requests approval to appropriate $140,000 for complete modernization of the 25-year-old passenger lift at the front entryway of the Borough Administration Building. The building's elevator lift has once again been taken out of service due to required repair. Unfortunately, the limited availability of parts has slowed its return to service. The equipment continues to suffer a large number of failures and does not meet present codes.

It is mandatory for this type of equipment to be in full compliance with all associated codes (those pertaining to "Life and Safety" requirements). This level of regulation does include replacement if that is what will assure its compliance. The Otis Elevator Company now maintains the equipment originally provided by the former U.S. Elevator Company.

The work would include: demolition of the existing passenger elevator equipment, modification of the cylinder-sump portion, installation of a local fire annunciation system in the immediate area for lift interface and provision and installation of new lift equipment that will meet the respective ADAG, NFPA and IBC codes. The shaft, ventilation, rails and entryways would remain the same.

Once the work is under contract, the equipment will require approximately 14 weeks to size, order and ship, followed by an additional 3-4 weeks to remove the old and install new. Coordination with equipment suppliers, AK elevator inspectors and plan code reviewers indicate that the referenced appropriation is adequate for the subject equipment needs.
