SUBJECT: Ordinance No. 2002-19-28: Accepting and appropriating a $10,000 grant from ADEC for developing and implementing geographic response strategies

About a year ago, the Alaska Department of Environmental Conservation (ADEC) approached the Borough to assist in preparing geographic response strategies (1) (GRS) for the Cook Inlet area. ADEC requested that the Cook Inlet Regional Citizens Advisory Council (CIRCAC) conduct the work. Through enactment of KPB Ordinance 2001-19-22, authorization was given to accept the $85,000 grant and to contract with CIRCAC to perform the services. Subsequently, the Borough entered into a Memorandum of Agreement with ADEC to accept the funds and forward them to CIRCAC. A separate agreement was entered into between the Borough and CIRCAC to perform the services necessary to development the GRS for the Cook Inlet area.

ADEC has an additional $10,000 available for this GRS project. They have requested that the Borough accept this grant and provide the funding to CIRCAC to assist completion of the GRS for the outer Kenai coastal region. If the Assembly approves this arrangement through enactment of the attached ordinance, both the Memorandum of Agreement with ADEC and the Agreement with CIRCAC will be amended to provide the additional funding. No other terms of the agreements would be changed, including the completion date of June 30, 2004.
