MEMORANDUM
TO: Timothy Navarre, Assembly President
Members, Kenai Peninsula Borough Assembly
FROM: Pete Sprague, Assembly Member
Timothy Navarre, Assembly President
DATE: July 25, 2002
SUBJECT: Ordinance 2002-33, prohibiting assembly members from accepting employment with the borough within one year of leaving office
This ordinance would prevent an assembly member from accepting employment by the Kenai Peninsula Borough within one year after the last day of service as an assembly member. Although accepting employment with the borough after leaving office as an assembly member is currently legal, it may lead to the appearance of impropriety. Currently, the Alaska Constitution prohibits legislators from accepting employment in a position at the state for which the benefits were increased while they were on the legislature or for a job that was created while they were on the legislature. This ordinance draws a bright line by simply prohibiting all such employment within one year of leaving the assembly. Your support of this ordinance would be appreciated.
