Sam McLane opened the public hearing to members of the public for input on the proposed amendments to the service area code, KPB 16.41. Chairman McLane reiterated the purposes of the ordinance: that there are inconsistencies between the service area code and remainder of the code; the RSA provisions have not been revised since 1991; the RSA is the largest service area and provides road maintenance, improvement, and construction services; the powers and duties of the service area board have increased since 1991; the road service area code needs to be reworded and reorganized for clarification. As no members of the public wished to testify, the public hearing was closed.

Sam McLane entertained a motion recommending enactment of Ordinance 2002-XX, amending KPB Chapter 16.41 regarding the KPB Road Service Area. Norm Blakeley so moved, Buzz Kyllonen seconded.

Holly Montague stated this was an attempt to rewrite all service area codes to make them consistent with each other. Miss Montague stated that legal had reviewed all the service area codes to determine whether there should be one chapter addressing the standard provisions for the service areas. However, it was determined there were a number of distinctions among the various service areas, and it would be more convenient for the board and public to look up provisions in one chapter instead of two. Most of the changes are more to the organization rather than substance. The amendments placed all the personnel and finance provisions in proper sequence and conformed the personnel provisions to the personnel code and the finance provisions to the borough's finance practices. Provisions were also clarified and references to original consolidation of the various road service areas was deleted as no longer necessary. The sectional analysis details the revisions for the board.

Ron Wille inquired whether the RSA board could have subcommittees under this revised code. Holly Montague stated that the RSA board may have subcommittees under the current code and the revised code.

Buzz Kyllonen inquired whether adding one board meeting per year to the extreme ends of the service area (Homer/Seward) was feasible or applicable to this code revision. Holly Montague stated that it would probably be more appropriate to be added to the RSA by-laws.

Ron Wille inquired whether the membership criteria as listed in Section 1 of the proposed ordinance currently exist. Holly Montague stated that they do, but they have been reorganized. ROLL CALL: 5 YEAS.
