SUBJECT: Ordinance 2002-19-20, Appropriating Funds for Anchor Point Solid Waste Site Construction - Electric Service Installation

The attached ordinance appropriates $55,583 from the general fund to account 411.32220.03TSM.43011. Funds are needed to complete electric service installation at the Anchor Point Solid Waste Transfer Site.

The Anchor Point Solid Waste Transfer Site has recently undergone major site improvements that include construction of a large gravel pad, concrete retaining walls, earthen berms, fencing, and access road development. This work is due for completion by September 30, 2002. Additional site features include site lighting and future placement of a compacter unit for more efficient waste hauling from the transfer site to the landfill.

No electric service currently serves the site, so a tie-in was required to bring power to the site from the Old Sterling Highway as a component of site construction. Wm. Nelson and Associates, the Borough project engineer, obtained a preliminary estimate of $12,250 for the tie-in from Homer Electric Association (HEA) during the design phase. Subsequently a formal project review was conducted by HEA and a cost estimate of $55,583 was provided. On behalf of the Borough, Wm. J. Nelson & Associates requested and obtained a review of the estimate by HEA's engineering division. This review confirmed the cost estimate of $55,583.

Due to other changes through the course of site construction, the electric service cost cannot be accommodated in the project contingency.

The Solid Waste Department believes the most prudent approach is to minimize any further delays to site construction, and proceed with the funding request to enable the electric service installation to proceed before winter weather shuts down the work.

Since cold weather and frost can occur as early as late October, a shortened public hearing date for the ordinance has been requested.
