MEMORANDUM

TO: Timothy Navarre, Assembly President

Members of the Kenai Peninsula Borough Assembly

THRU: Dale Bagley, Borough Mayor

THRU: Jeff Sinz, Finance Director

FROM: Bonnie L. Golden, Grants Manager

COPY: Scott Cunningham, KES Board Chair

DATE: September 26, 2002

SUBJECT: Ordinance No. 2002-19-19: Authorizing the Receipt of State Funds for Purchase of a Fire Engine and Appropriating $160,000 to the Kachemak Emergency Service Area

The Kachemak Emergency Service Area has identified as its number one priority for capital improvements the purchase of a fast attack fire engine. This project was listed in the Borough's 2002 Legislative Priorities. (See attached page 25 from the legislative priorities list).

Funding for the project was included in Senate Bill 2006, which has been passed by the Legislature and signed by the Governor. The State Department of Community and Economic Development has notified the Borough of the availability of $160,000 for a fire engine.

The Service Area Board met on September 5, 2002. Acceptance of the grant and approval of the expenditure of grant funds was approved during that meeting.

The purchase of a fire truck is a lengthy process since most of these vehicles are special ordered. The meeting schedule for the Assembly has been revised by reducing the number of meetings in November to only one, on November 19th. In order to reduce the amount of time for purchasing the fire truck by one month, a shortened public hearing date of October 22nd is requested.
