TASK DESCRIPTION

TASK NAME: Kenai Peninsula Borough Transportation Plan

OBJECTIVE: To provide an intermodal transportation plan for the Kenai Peninsula Borough ("KPB") for use in comprehensive planning and capital improvement decision-making by the Borough and DOT/PF. The plan will address the main areas of transportation, including vehicular traffic, bridges, airports, ports and harbors (marine traffic), the railroad, and pedestrian traffic (trails). Goals and objectives for a 10-year plan will be established.

PREVIOUS WORK: The Borough completed a transportation plan in 1992 as part of its comprehensive planning effort. That plan needs updating since most of the tasks previously identified have been completed or will be completed in the near future.

METHODS: To accomplish its objective, the Borough will: collect information, analyze that information, and make projections and recommendations. The development of the plan will be a cooperative effort between Borough residents and Borough staff. The Borough will conduct forums in various communities and/or conduct surveys to receive input from the general public. In addition, we plan to: (1) secure information on all traffic counts performed within the Borough over the past 5 years; (2) perform current traffic counts on all collector roads; (3) investigate the trends in traffic volume and type of traffic on all highways, collector roads, trails, railroads, airports, and the marine highway within the KPB that significantly contribute to the traffic in the KPB; (4) review and inspect bridges to develop a prioritized improvement list; (5) analyze trails usage and identify needs; (6) perform estimates on population growth and traffic flows in each sector of our borough for the next 10 years; (7) project future transportation facility needs based on the above information; and (8) make recommendations for specific facility upgrades. The KPB will solicit professional services to assist in meeting its objective.

PRODUCTS: The intended final product will be a Boroughwide transportation plan for (1) incorporation into the Borough's Comprehensive Plan, (2) establishing priorities for major maintenance and capital improvement projects for State and Borough transportation needs, and (3) providing recommendations to the Borough Administration and DOT/PF for future upgrades and improvements to the KPB's transportation systems.
