SUBJECT: Ordinance No. 2002-19-17: Authorizing the Receipt of State Funds for Development a Transportation Plan and Appropriating $200,000 to a Project Account

The Borough submitted a grant application to the Alaska Department of Transportation and Public Facilities for funding a borough-wide transportation study. (See attached Task Description.) The application was supported by KPB Resolution 2002-088.

The most recent plan was developed in 1992. The new plan would be a 10-year intermodal plan, which would include vehicular traffic, bridges, airports, ports and harbors, railroad, and pedestrian traffic. The plan would be incorporated into the updated comprehensive plan and could be used in the decision-making process for capital improvement projects.

Notice was recently received that our application has been approved. The grant amount is for $181,960. There is a matching requirement of 9.03%, or $18,060. Funds for a comprehensive plan have already been appropriated. Enactment of the attached ordinance would transfer a portion of these funds ($18,060) to an account for the transportation study. The ordinance also appropriates the grant funds to the same account.

The Nikiski Community Council received a legislative grant in the amount of $75,000 for a transportation study in the Nikiski area. The borough plans to coordinate its study with the Nikiski study to assure services are not duplicated and to make the most efficient use of its grant funds.

The grant term ends in one year. A shortened hearing date is requested in order to expedite the process and have the study completed in a timely manner.
