MEMORANDUM

TO: Timothy Navarre, Assembly President

Members, Kenai Peninsula Borough Assembly

THRU: Dale Bagley, Mayor

FROM: Shane Horan, Director of Assessing

DATE: January 8, 2002

SUBJECT: Ordinance 2002-??? An Ordinance Establishing Procedures and

Deadlines for Filing Senior Citizen and Disabled Veteran Exemptions

The Twenty-Second Alaska State Legislation enacted HB118 requiring each municipality to establish procedures and deadlines for the filing of application for the Senior Citizen and Disabled Veteran exemption programs. The effective date of this House Bill is January 1, 2002. This Bill allows municipalities to remove the required annual filings for Senior Citizens and Disabled Veterans who are permanently disabled at 50% or higher.

The major benefit of adopting this ordinance is that it would reduce the required paperwork by the participants and the Assessing Department. This ordinance would also establish requirements for the participants to notify the Assessing Department of any changes effecting the exemption and provide penalties for knowingly attempting to evade taxes.

As of 2001 we have the following Borough-wide:

Senior Citizens Disabled Veterans

Count 2,309 129

Values Exempted $190,976,700 $10,067,600
