SUBJECT: Ordinance 2002-02, RIAD Match program amendment

A match program for pavement RIAD projects was established earlier this year for roads certified for borough maintenance and for gravel improvements for roads not certified for borough maintenance. A pavement RIAD is currently under way in the central region of the road service area. Roads in the south and east region certified for maintenance are in such a deleterious state and often serve fewer residents than the central region roads making pavement projects unrealistic. Since these roads are already certified for maintenance, they also would not qualify for the gravel match program to bring non-certified roads to borough standards. However, a match program to bring gravel roads certified for maintenance to borough standards would improve roads already on the system, better serve citizens of the RSA, and decrease maintenance and CIP costs. I believe initially approximately $50,000 would be appropriate to fund the program.

The road service area board supported this ordinance by unanimous vote at its December 4, 2001, meeting.
