SUBJECT: Ordinance 2001-19-34, Kachemak Bay Ferry feasibility study

For some time now, the concept of a ferry system crossing Kachemak Bay has been of interest particularly to the residents of communities on the south side of Kachemak Bay. Many members of these communities believe that a ferry which is capable of transporting vehicles and passengers across Kachemak Bay would significantly impact the economies of those communities in a positive way. This ordinance would appropriate $75,000 for a feasibility study that would examine all options associated with implementing such a ferry system in order that the borough and affected communities will have information upon which to make any decisions concerning such a project. The borough has the authority to provide for transportation systems within the borough on an areawide and nonareawide basis. Conducting this feasibility study is believed to be a reasonable step towards pursuing this possible expansion of the transportation systems within the borough. The borough intends to seek competitive proposals to conduct this feasibility study and at that time the actual cost of the proposed feasibility study will be known. Your support of this ordinance would be appreciated.
