SUBJECT: NANWALEK SCHOOL FINAL CLEANUP ACTION

Diesel-contaminated soil was found at the Nanwalek Elementary/High School during routine maintenance work at the school playground in the summer of 2000. The school has not used diesel for heat since approximately 1981. Records exist verifying at least one, and possibly several significant spills at the school prior to 1981.

In the summer of 2001, the Borough hired a contractor to remove 450 cubic yards of diesel-contaminated soil. A large playground structure had to be removed as part of the excavation. Further assessment at the site indicates there are two remaining pockets of contamination, estimated to contain another 150 cubic yards.

The following work is proposed for this summer:

1. A Professional Services contract to sample and analyze groundwater at the four monitoring wells and sump, and direct contractor excavation at the two remaining contamination pockets (east of the school building and the former tank site) and removal of the existing stockpile.

2. An Excavation and Remediation contract to excavate at the two remaining contaminated areas, remove the existing stockpile, remediate and dispose of an estimated 600 cubic yards of material, and place 250 cubic yards of clean fill to level the site.

The school has requested the playground structure be replaced. In addition to the work described above, the following budget includes $50,000 for purchase and installation of the structure. This work will be done this summer if time permits or if not, next summer. The estimate for this work is:

Professional Services $ 22,500

Excavation and Remediation $123,000

Recreational facility $ 50,000

Miscellaneous $ 4,000

Subtotal $159,500

Contingency (15%) $ 29,925

Total Request $229,425

We respectfully request $229,425 from the Land Trust Fund Balance for this cleanup action. The Finance and Planning Departments are in the process of developing guidelines for use of the Land Management Trust Fund, and may ask for reimbursement of these funds at a future date. The Administration is also exploring other external sources of funding for potential reimbursement.
