SUBJECT: Supplemental Funding for School Capital Projects

Ordinance 2002- requests $1,400,000 in supplemental funding for School Capital Projects based on the 2002 annual update to the Capital Improvement Priorities List. The School District requested an additional one million dollars in Capital Projects in the attached letter of November 18th, 2001. In reviewing the Capital Improvement Project list additional projects were identified that require planning and design work for future construction.

The School District requested funding to complete the replacement/upgrade of older unreliable intercom systems that was partially funded in the FY 2002 budget. The supplemental amount of $200,000 will allow the completion of this project.

The School District requested $350,000 to provide a storage addition to Redoubt Elementary. Redoubt Elementary is the only elementary school that does not have storage available for lunch tables, gym equipment, and other storage. The Fire Marshal has issued repeated warnings and violations concerning the unsafe practice of placing these items in hallways and/or the gym in the path of children.

The School District also requested additional funding to remodel the Sears Elementary Office. This project will move the existing office to allow visual control of the main school entryway and remold the areas affected. The additional $250,000 also includes upgrading the fire alarm system throughout the school.

In reviewing the Capital Improvement Project list additional projects were identified that supplemental funding would allow planning and design to occur for construction during this summer's construction season. Additional benefits to early funding include scheduling and reducing school closures, economics of scale with projects already budgeted for, and early bidding in the construction season.

The Nikiski Elementary Roof at $250,000 is the largest addition to the project list this year. The roof started leaking just as school started last year. A temporary patch was installed and an engineers estimate generated to replace the section and correct the rooflines that lead to the problem.

The remaining $350,000 includes smaller projects from the Capital Improvement list including additional funding for area wide electrical upgrades, Homer Flex School basement conversion to classrooms, Ninilchik Parking/Bus Turnaround, Seward Middle School Bleacher Replacement, Susan B English Pool Sand Filter Replacement, Nanwalek Teacherage conversion to classrooms, Sterling Elementary School Siding repair, and funding for resurfacing of the Sterling playground/blacktop area.
