SUBJ: Ordinance Accepting & Appropriating Coastal Impact Assistance Program (CIAP) Grant Funds, and Establishing an Account for Approved Project Activities

Through the attached ordinance, the Assembly accepts and appropriates Coastal Impact Assistance Program (CIAP) grant funds and creates an account for approved project activities. The Kenai Peninsula Borough has been allocated $208,665 through the CIAP program. These funds do not require a financial match from the Borough. Individual projects were approved in KPB Resolution 2001-041.

Also known as CARA or CARA "lite", the CIAP program provides a one-time distribution of $150 million to oil producing states. The purpose of the program is to mitigate the effects of offshore oil and gas development. The Kenai Peninsula Borough is a recipient of CIAP funds because we participate in the Alaska Coastal Management Program (ACMP) through the adoption of our own coastal management program. These funds would not be available if we did not participate.
