SUBJECT: Ordinance 2001-30 to approve Russian Gap Subdivision Rural Residential (R-R) Local Option Zoning (LOZ) District
The Kenai Peninsula Borough subdivided Russian Gap Subdivision in the Cooper Landing area in February 2001. Prior to the sale of the parcels in the Russian Gap Subdivision, the owner, Kenai Peninsula Borough (KPB), is requesting the LOZ district be established.
The Cooper Landing Advisory Planning Commission recommended the Russian Gap R-R LOZ district at its July 5, 2000, meeting. On July 10, 2000, the KPB Planning Commission made a recommendation to form the R-R district. The borough awaited presentation of the LOZ to the assembly until the plat was finalized and recorded earlier this year.
The attached ordinance and map describe the proposed R-R LOZ district. The R-R district allows single-family residences and secondary uses including parks, playgrounds, schools, community centers, libraries, churches, and home occupations. KPB 21.44.170. Minimum lot size is 100,000 square feet, which is consistent with the plat note prohibiting subdivisions to less than 2.5-acre lots.
Russian Gap Subdivision will be offered for disposal by the Land Management Division in late October 2001. A road construction contract has recently been awarded for access to the parcels.
