SUBJECT: Ordinance 2001-28, authorizing levy of a borough-wide E911 surcharge on local wireless telephone accounts
The 2001 Alaska State Legislature enacted CSHB 186 which authorizes a municipality that operates an enhanced 911 system to levy a maximum surcharge of $.75 per month for each wireless telephone number billed to an address within the enhanced 911 service area. Additionally, the bill authorizes the municipality to require wireless telephone companies to bill for, collect, and remit the surcharges to the municipality. This is in addition to the current authorization to charge $.75 per month per telephone access line, which is collected by the telephone companies and remitted to the borough. These additional funds would provide an important source of revenue used for maintaining and operating the enhanced 911 system.
