SUBJECT: Ordinance 2001-__; an ordinance authorizing the sale to the State of Alaska, Department of Transportation and Public Facilities portions of three parcels of borough land to provide right-of-way for the Homer East Road Improvement Project

The Alaska Department of Transportation and Public Facilities (DOT/PF) is rehabilitating East Road in Homer from Lake Street to Kachemak Drive. The project is referred to as the Homer East Road Improvement Project, STP-0414(9)/51609. The project objective is to extend the service life of Homer East Road for 20 years.

DOT/PF has identified three school sites along Homer East Road on which it needs to acquire strips of land for construction and expansion of the roadway. DOT/PF will be compensating the borough for the market value of the land acquired. Vicinity maps for each parcel are attached. The DOT/PF acquisition plat maps are attachments to Ordinance 2001-__.

Homer High School, Assessor Parcel No. 177-020-55

Tract 2, NEW HOMER HIGH SCHOOL NO. 2 is located at the entrance to Homer High School at Fairview Avenue and Homer East Road. DOT/PF will be improving the drainage at this location. The acquisition area is 2,616 square feet in a rectangular shape and the compensation is $3,925.00.

Homer Flex School, Assessor Parcel No. 177-053-06

The Homer Flex School is on the south side of Homer East Road and Ben Walters Lane. DOT/PF will be expanding the roadway and shoulder areas to accommodate foot travel. The acquisition area is 643 square feet in a linear strip and the compensation is $725.00.

Paul Banks Elementary School, Assessor Parcel No. 179-030-18

Paul Banks Elementary School is on the south side of Homer East Road across from East Hill Road. DOT/PF will be expanding the roadway and shoulder areas, allowing for curbs, sidewalks as well as drainage along the frontage. An enhanced safety buffer zone and extensions to existing walkways to the school will be constructed. The borough will also be granting a drainage easement, utility easement, and temporary construction permit for the improvements. The acquisition area is 4,243 square feet and the compensation is $636.45.
