SUBJECT: Ordinance 2001-21, prison steering committee

To provide some flexibility and in view of the pending reapportionment and to clarify that the mayor appoints and assembly confirms members of the proposed steering committee, I request that the assembly amend Ordinance 2001-21 as follows:

1. Amend the seventh Whereas clause by adding the underlined language:

WHEREAS, it is the intention of the Administration that each Assembly District shall have at least one resident on the steering committee;

2. Amend Section 1 by adding the underlined language as follows:

SECTION 1. That a steering committee of eleven residents shall be established to evaluate the benefits, risks, and concerns and to provide input to the project manager, mayor, and assembly regarding construction and operation of a private prison facility on the Kenai Peninsula. The committee shall be appointed by the mayor and confirmed by the assembly. It shall be composed of representatives from the following categories:

One from law enforcement;

One from Kenai Peninsula College;

One from a native organization;

One from a chamber of commerce;

One from the construction industry;

Three from the public;

One from Kenai Peninsula Borough administration;

One from Kenai Peninsula Borough assembly; and

One from Kenai Peninsula Borough School District
