SUBJECT: Ordinance 2001-10

The school board authorized use of a portion of school land for the Seldovia Boys and Girls Club and Head Start program to place a portable building. The Boys and Girls Club's space in the school is inadequate, and the building the Head Start program currently uses is scheduled for demolition. Grant funding is available to help the organizations construct the portable building. Information regarding the grant applications and the portable building are attached. A long-term lease was initially considered which is authorized by KPB 17.10; however, a lease would require subdivision of the school parcel, and the school would like to keep the land for long-term educational purposes. KPB 17.10 provides for temporary land use permits. The administration proposes that the assembly by ordinance allow a long-term land use permit for the placement of a portable building for use by these two important community organizations.

Hearing on shortened time is requested because the new space is needed by the beginning of the 2001-02 school year as the Seldovia Head Start program current facility is being demolished this summer. Additionally, the city of Seldovia is contributing a community development block grant to the seldovia community center project that must be expended by September 30, 2001. This will allow the organizations time to proceed with their grant applications and construction of the portable building knowing it has a long-term home.

A long-term permit form will be provided as a lay-down item for the assembly's consideration.
