SUBJECT: An Ordinance Designating Certain Administrative Employees as Middle Management and Modifying Their Disciplinary Appeal Procedures


As an issue of fairness and to assist in recruitment and retention, the administration feels that members of management who are not department directors, assistant directors (or equivalent), or those working directly for the mayor should have some job security and appeal rights if disciplined or terminated. While provisions for this are already included in the code, no position is currently designated as "middle management." The attached list designates a number of positions as such.

This ordinance will also change the two-step appeal process including a citizen management review board and the assembly. The suggested change will have an appeal go first to the mayor and then to a three-person board comprised of assembly members.
