SUBJECT: Ordinance 2001-06, amending road construction standards

The road service area voted at their February 13, 2001 meeting to recommend some revisions to the construction standards for maintenance certification. The revisions are primarily housekeeping in that they format the standards in sections consistent with the remainder of the code and correct grammar and sentence construction. The substantive changes include the following:

KPB 14.06.110, 120: A requirement is added that road construction designs be prepared by a licensed professional civil engineer. Previously the type of engineer was not designated. Under State of Alaska regulations civil engineers are qualified to design roads and bridges.

KPB 14.06.150: Plastic culverts are allowed by the proposed revisions as long as they meet AASHTO standards. Previously, all plastic culverts had been disallowed regardless of quality which required applicants to apply for an exception to the standards in order to use AASHTO grade plastic culverts.

KPB 14.06.170: The pavement standards are revised to make them more consistent with State of Alaska DOTPF standards.
