SUBJECT: Pavement Match Program, Ordinance 2001-05

The roads certified for borough RSA maintenance are largely gravel, many are substandard, and many receive high volumes of traffic requiring elevated maintenance and improvement costs. The proposed ordinance establishes a fund which would defray 25 percent of the costs for each RIAD formed for purposes of pavement. Pavement substantially reduces maintenance costs for the RSA. The board would apply the standards set forth in the ordinance in determining which projects would receive funding under the match program.

There would be an annual deadline for applications so the board could compare and consider all applications at one time. The standard application date would be June 1 for construction the following year, but in order to allow for adequate time for citizens to participate in the program in FY-02 the deadline this year will be October 1. It is anticipated that $150,000 would be appropriated to the fund in FY-02.
