Establishing and approving the 911 Advisory Board

In 1989 the Kenai Peninsula Borough established the Kenai Peninsula Borough, Emergency 911 Dispatch Center. To provide advice on management and operation of this facility an advisory board was established at that time pursuant to Alaska Statute 29.35.130, which authorizes the creation of a board of directors to govern the emergency services communication center. This ordinance would formalize creation of the board and create a new code section clarifying the organization, membership and functions of the board.

Board membership includes representatives from the cities of Kenai, Soldotna, Seward and Homer, the Alaska State Troopers, the Nikiski Fire Service Area, Central Emergency Service Area, the 9-1-1 Dispatch Center located near Soldotna, and the borough Office of Emergency Management. As it includes members from other agencies, this ordinance also authorizes a cooperative agreement between the borough and participating agencies to clarify each agency's board membership and role, consistent with this ordinance. Copies of this ordinance have been provided to the affected service area boards, city councils and the Alaska State Troopers for comments.

At its meeting of February 7, 2001, the board reviewed this ordinance and unanimously recommended its enactment.
