SUBJECT: Ordinance 99-61 authorizing the negotiated sale at fair market value to Charles R. Brown of an approximately 6,612.5 square foot parcel located in the Stariski area

Charles R. Brown has submitted an application to purchase an approximately 6,612.5 square foot triangularly shaped parcel of borough land located in the northwest corner of G.L.O. Lot 5, Supplemental BLM Plat T3S, R15W, Section 24, S.M., Alaska. Mr. Brown owns Lots 4, 5 and 6 Hawks Subdivision. Mr. Brown is constructing a seawall to protect his lots and a boathouse on Lot 4. Mr. Brown wants to purchase the northwest corner of G.L.O. Lot 5 for access and as part of the building site for the boathouse. G.L.O. Lot 5 is not classified.

G.L.O. Lot 5, Supplemental BLM Plat T3S, R15W, Section 24, S.M., Alaska is part of a 32.70 acre parcel located on Cook Inlet without Sterling Highway frontage. G.L.O. Lot 5 and the larger parcel are undeveloped. The northwest corner of G.L.O. Lot 5 is a steep bluff and does not contribute to the remainder of G.L.O. Lot 5. Mr. Brown is the adjacent owner and the only feasible buyer for the approximately 6,612.5 square foot triangularly shaped parcel he wants to purchase. Pursuant to KPB 17.10.230 exceptions to classification, deposit in the Land Bank, and notice are proposed because this is a negotiated sale of an uneconomic remnant to the only feasible buyer. Mr. Brown will need to complete a subdivision plat to combine the triangularly shaped parcel with Lot 4, Hawks Subdivision.
