Ordinance 99-10Providing for an ex officio nonvoting member of the Kachemak Bay Advisory Planning
Commission.
The accompanying ordinance, drafted at the request of the sponsoring assembly member,
provides for an ex officio, nonvoting member to be seated on the Kachemak Bay Advisory
Planning Commission ("KBAPC"). This new member would also be a member of the
Homer Advisory Planning Commission. The borough mayor would appoint the member from
recommendations submitted by the city council, subject to assembly confirmation.
The area served by KBAPC surrounds the city of Homer except for the waterfront. Many
issues addressed by the advisory planning are also addressed by the Homer planning
commission. As allowed in the Homer city code, one member of the Homer planning commission
resides outside of the Homer city limits. Adding an ex officio nonvoting member to the
KBAPC who also serves on the Homer planning commission is intended to improve
communication between the city and borough in areas of mutual concern.
