AN ORDINANCE AMENDING KPB 22.30.030, TERMS OF OFFICE, TO REPEAL
THE TWO TERM LIMIT FOR ASSEMBLY MEMBERS
WHEREAS, in 1993 KPB 22.30.030 adopted term limits for assembly
members; and
WHEREAS, the concept behind the drive for term limits is to prevent
elected officials from losing touch with their constituents or becoming "career
politicians"; and
WHEREAS, assembly members live and work in the community in which they
serve; therefore, they are not out of touch with the electorate; and
WHEREAS, elected local officials should be viewed as public servants
rather than career politicians; and
WHEREAS, qualified people who have chosen to serve and who wish to
continue to serve could be forced out of office if their terms were limited; and
WHEREAS, the borough could potentially lose persons with valuable
experience if term limits remain; and
WHEREAS, the most effective way to limit terms is to vote on election
day;
NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KENAI PENINSULA BOROUGH:
SECTION 1. That KPB 22.30.030(C), providing for two term limits for
assembly members, is hereby repealed;
SECTION 2. That KPB 4.30.010 (B) is amended as follows:
B. A candidate for borough assembly must be a qualified voter of the State of Alaska and a resident of the district from which the candidate seeks election for at least 180 days immediately preceding filing for office. [A PERSON WHO HAS SERVED ON THE ASSEMBLY FOR TWO CONSECUTIVE FULL TERMS MAY NOT BE REELECTED TO THE ASSEMBLY UNTIL 180 DAYS HAS INTERVENED.]
SECTION 3. That this ordinance shall take effect immediately upon enactment.
