MEMORANDUM

TO: Ronald Wm. Drathman, Assembly President

Members, Kenai Peninsula Borough Assembly

FROM: Pete Sprague, Assembly Member

DATE: January 21, 1999

SUBJECT: Ordinance amending KPB 22.30.030, terms of office, to repeal the two term limit for assembly members

In 1993, the voters of the Kenai Peninsula Borough voted in support of term limits for assembly members. In 1995, the voters of the City of Soldotna voted in support of term limits for the mayor and city council members. In 1998, Ballot Measure 7, known as the Term Limits Pledge Act of 1998, was put before the voters of the State of Alaska. This measure passed by the merest of margins, 882 votes, with 218,344 being cast. However, the voters of Soldotna #1 and #2 voted against Ballot Measure 7. Due in part to these results, I brought an ordinance before the Soldotna City Council repealing term limits for the mayor and council, where it passed by a vote of 4 to 1. The voters of State House Districts 7, 8, and 9, and Tyonek (in District 36) in sum total voted against Ballot Measure 7 as well. Due in part to these results, I am bringing an ordinance repealing term limits for assembly members before the Kenai Peninsula Borough Assembly.
