MEMORANDUM
TO: Ronald Wm. Drathman, Assembly President
Assembly Members
THRU: Mayor Mike Navarre
FROM: Richard Campbell, Director General Services
DATE: January 8, 1999
SUBJECT: AMENDING KPB 3.04.130, 22.10.020, 22.10.060, 3.04.140, ALLOWING
THE FLEXIBILITY TO IMPLEMENT A DIFFERENT PAY PLAN FOR ADMINISTRATIVE EMPLOYEES, THE
BOROUGH CLERK AND DEPUTY CLERK
In the fall of 1996, the administration, with the concurrence of the assembly, had a
compensation study performed by Todd Y. Allen and Associates. An update to the study was
done in December of 1998. We will be proposing implementation of some of the
recommendations through resolution at the February 16 assembly meeting. One of the
proposals is to change the salary system from one that sets a single maximum amount to one
that has a more flexible pay schedule. Certain portions of the borough code need
modification to allow implementation of the new system. This ordinance is being introduced
now in order that it will be up for hearing concurrent with consideration of the
resolution dealing with the new system on February 16, 1999.
KPB 3.04.140 which indicates where legislative service pay and benefit plans will be
contained, is being deleted since it is unnecessary.
