KENAI PENINSULA BOROUGH

ORDINANCE 2003-19-54 (MAYOR SUBSTITUTE)

AN ORDINANCE APPROPRIATING SUPPLEMENTAL FUNDING TO COVER HEALTH INSURANCE COSTS IN EXCESS OF BUDGETED AMOUNTS

WHEREAS, health insurance costs for the borough have been 45 percent higher than budgeted for Fiscal Year 2004; and

WHEREAS, although most of the increased cost can be absorbed within the department budgets of the borough general fund, service areas and other operating funds, there are some general fund departments, service areas and other operating funds that do not have the resources available within their budgets to cover the estimated increase; and

WHEREAS, KPB 5.08.030 restricts the borough to only make expenditures within the limits of the budget; and

WHEREAS, a supplemental appropriation is needed to provide additional funding to departments that do not have the resources available within their budgets to cover the increased cost; and

WHEREAS, it is estimated that the following departments will need supplemental funding: Clerk, $3,820; Purchasing, $16,000; 911 Communication, $21,800; Legal Department, $24,000; Assessing department, administration division, $8,000; Assessing Department, appraisal division, $53,000; School Custodial, $5,150; School Maintenance, $125,000; and Nikiski Senior Service Area, $4,000; and

NOW, THEREFORE, BE IT ORDAINED BY THE ASSEMBLY OF THE KENAI PENINSULA BOROUGH:

SECTION 1. That $126,620 is appropriated from the borough general fund balance to the following accounts: 100.11120.00000.40321 in the amount of $3,820; 100.11225.00000.40321 in the amount of $16,000; 100.11255.00000.40321 in the amount of $21,800; 100.11310.00000.40321 in the amount of $24,000; 100.11510.00000.40321 in the amount of $8,000; and 100.11520.00000.40321 in the amount of $53,000 to cover the cost of increased health insurance.

SECTION 2. That $130,150 is appropriated from the School Maintenance fund balance to account number 241.11235.00000.40321 in the amount of $5,150 and to account number 241.41010.00000.40321 in the amount of $125,000 to cover the cost of increased health insurance.

SECTION 3. That $4,000 is appropriated from the Nikiski Senior Service Area fund balance to account number 280.63190.00000.40321 to cover the cost of increased health insurance.

SECTION 4. That this ordinance shall become effective immediately upon its enactment.
